Why this matters

Auditors and stakeholders can verify integrity without seeing raw prompts, logs, source code, PII, customer names, or sensitive evidence. A PASS result proves the presented decision and evidence bundle still match their canonical hashes.

A FAIL result identifies the broken hash comparison, which is exactly what should happen if a risk score, recommendation, evidence summary, model version, or policy version changes after passport creation.

INCOMPLETE means the verifier could not load enough trusted stored data to complete the check, so the decision should not be treated as verified.
